18MW Coal fired power plant

MCS International LLC served as the main contractor for this milestone project, marking the establishment of the first privately owned power plant in the Umnugovi (South Gobi) region. The project also introduced air-cooled condenser technology—a system with minimal water consumption suitable for Gobi’s arid climate—for the first time in Mongolia.

Following this achievement, the Ukhaa Khudag Branch was established on May 25, 2011, in Tsogttsetsii soum, Umnugovi aimag, to oversee the operation, maintenance, and management of energy facilities, including the Ukhaa Khudag Power Plant, transmission lines and substations, and water heating boiler stations.

To date, the power plant has generated a total of 1.4 billion kWh of electricity. In terms of installed capacity utilization, it ranks second in Mongolia’s energy sector, operating with exceptional efficiency and reliability.

Facility Overview

Thermal Power Plant
The plant is equipped with three HX-35/3.82-450 boilers, three N6-4.3 turbines, and three QF2-J6-2 generators, with a total installed capacity of 18 MW.

Main Facilities Include
Power control building, Main plant building, Central Control Room (CCR) for thermal operations, Electrical Control Room (ECR), Maintenance center, Water treatment facility, Fuel handling system and coal yard, 110/35/10 kV Ukhaa Khudag Substation, Fire water station, Air-Cooled Condenser (ACC) system, Electrostatic Precipitator (ESP), Induced draft fan building

Air-Cooled Condensator (ACC)
A dry cooling system specifically designed for Gobi’s arid climate. The system uses zero water consumption to condense exhaust steam from the turbine, making it ideal for water-scarce regions.

Electrostatic Precipitator (ESP)
An advanced emission control technology that captures 99.9% of fly ash particles from flue gases using electrostatic charge, significantly reducing air pollution.

Water Treatment Facility
Equipped with a Reverse Osmosis (RO) system, this unit treats the region’s naturally hard water, reducing hardness to 0%, and produces high-quality process water that meets all technological requirements.

Our Services

1. Information on the Power Distribution Network

The Ömnögovi branch is responsible for the operation and maintenance of a 259.7 km long transmission line and 5 substations.

Electricity is supplied to mines, enterprises, households, and the Southern Region Electricity Distribution Network SOE through the 110/35/10 kV Ukhaa Khudag substation.

Within the scope of ensuring reliable and uninterrupted power supply to the region, our team continuously monitors the load, utilization, and operational reliability of the transmission network and consistently works to improve power quality, efficiency, and supply reliability.

2. Heating Supply System

Since 2011, we have been operating a total of six heating plants in Tsogttsetsii and Khanbogd soums of Umnugobi province, ensuring reliable heat supply for both mining operations and local consumers.

These heating plants are equipped with independent heating networks that provide heat to the coal washing plant, Tsetsii residential district, various business entities, and workers’ camps, ensuring continuous and stable heating services.

Our main goal is to deliver safe, efficient, and reliable heat supply to local residents and enterprises, as well as to the mining operations, on a continuous basis.

3. Infrastructure

The Omnogobi branch is equipped with a comprehensive infrastructure, including a full-service maintenance center, warehouse, laboratory, SCADA monitoring system, and CMMS-based maintenance management.

  • Laboratory for water and fuel analysis
  • Maintenance inventory meeting standard requirements
  • CMMS-based maintenance scheduling and data management

These systems are designed to ensure reliable operation, cost control, and continuous improvement.

4. Engineering and Improvement

Our engineering team implements improvement projects focused on energy efficiency, equipment reliability, and infrastructure upgrades.

  • Process improvement and change management
  • Energy savings and loss reduction

The Ukhaa Khudag Power Plant continues to be one of the most efficient power plants in Mongolia’s energy sector.
